Musul Atabeyi Zengî'nin Musul vâlilerinden olan Zeyn'üd-din Ali Küçük, Zengî'nin ölüm tarihinde (1146), Erbil merkez olmak üzere, Şehr-i Zor, Hakkâri, Sincar ve Harran'a sahip bulunurken, ömrünün sonuna doğru, adil olması sebebiyle ülkesini Musul atabeyi Mevdûd'a bırakarak, Erbil'e çekilmişti (1167).
Oğlu Atabey Muzaffer'üd-din Kök-böri, önce Musul atabeyi Seyf'üd-din Gazi II'nin hizmetine girdi, sonra Salâh'üd-din Eyyûbî ile işbirliği yaparak, yardımına karşılık Urfa'yı aldı (1183) ve onun kızkardeşi ile evlendi (1185).

Salâh'üd-din'in ölümü (1193) üzerine tamamen müstakil olarak, komşuları ile ve Eyyûbîler'le dostça geçinmek, birkaç Moğol akınını püskürtmek suretiyle ülkesini korudu. Kök-böri 44 sene süren atabeyliği zamanında memleketini imâr etti. Bir ara Anadolu Selçukluları'na tâbi olan Kök-böri'nin ölümü (1232)'nden sonra, kendisinin vârisi olmadığı için, Erbil atabeyliği toprakları, vasiyeti gereğince, Abbasî halifeliğine intikal etti.
